Since World War II, the question of Norwegian membership in the EU has been the largest issue in Norway. In 1962, the country started negotiations with the European Community for membership. After that, there were two referendums (in 1972 and 1994) where membership has been rejected, and the debate has triggered a tremendous popular engagement. As a result of the Norwegian EU debate, governments have fallen, parties have been split and new party formation has arisen. Kåre Willoch and Anne Enger Lahnstein have played important roles in each part of this period, and they also speak out about their views on Norway's relationship with the EU today.
