In a post-deluge future, the vast worldwide seas are monitored by a covert organization called the Charybdis Program, which has various spy subs including the titular Red Shark, which is crewed by a dysfunctional trio - Captain Chuck Marmer, a trigger happy gun-toting fisher, his by-the-books weapons officer, Nicholas "Nickel" Nedmann, and first mate tech engineer Aleksei Vlodovich "Frank" Franishka, who likes to drink and sleep, and that's about it.
