The publicist for a vacation resort gets an idea to garter some publicity for his employers--stage an international "bathing beauty" pageant. However, he soon finds himself mixed up with a wealthy old woman whose dog has run off with her jeweled garter belt, foreign terrorists who will go to any lengths to make sure that the girl from their country wins, and two suspicious hotel detectives who think that he's mixed up in the missing garter belt
