Edward Mooney, Jr., was born in Massachusetts, USA, and raised in Southern California. He holds a Doctor of Education degree from Northeastern University in Boston as well as an MA (University of California, Riverside) and a BS from Montana State University.

He has been writing since 1995, and has served as a teacher and college professor. His interests include computers, books, camping, maps and flags. He has been active in the field of vexillology - the study of flags - especially with the web group "Flags of the World".
